Inequality, the Demonstration Effect, and the Income Elasticity of Imports: A Structuralist Account of the External Constraint

This paper deve­lops a struc­tu­ra­list account of how the dis­tri­bu­ti­on of inco­me sha­pes the com­po­si­ti­on of con­su­mer imports in a deve­lo­ping eco­nomy, and through it the inco­me elas­ti­city of import demand that bears on the exter­nal cons­traint on growth in the Kal­dor-Thirlwall tra­di­ti­on. When inco­me con­cen­tra­tes in the upper part of the dis­tri­bu­ti­on, con­sump­ti­on rota­tes toward luxu­ri­es — goods dis­pro­por- tio­na­tely impor­ted — rai­sing the inco­me elas­ti­city of the con­su­mer-import bas­ket. We pro­vi­de a micro-foun­da­ti­on for this depen­den­ce, buil­ding on the con­sump­ti­on deci­si­ons of regi­o­nal class struc­tu­res and the long-stan­ding struc­tu­ra­list hypothe­sis of the demons­tra­ti­on effect. We test the fra­mework using the Chi­na-dri­ven com­mo­dity boom in Bra­zil, who­se regi­o­nal inci­den­ce was set by pre­de­ter­mi­ned export struc­tu­res and con­cen­tra­ted inco­me gains in the upper part of the dis­tri­bu­ti­on. More expo­sed regi­ons rai­sed their sha­re of nati­o­nal con­su­mer imports and, on that lar­ger base, rota­ted their bas­kets toward impor­ted luxu­ri­es, with the bas­ket-impli­ed elas­ti­city rising whe­re ine­qua­lity rose most. The res­pon­se held under both a domes­tic luxury clas­si­fi­ca­ti­on and one ancho­red to advan­ced-eco­nomy con­sump­ti­on, the lat­ter pro­vi­ding sug­ges­ti­ve evi­den­ce that the demons­tra­ti­on effect ope­ra­tes in a lar­ge deve­lo­ping eco­nomy. The two mar­gins com­pound: the regi­ons that came to weigh more in the nati­o­nal bas­ket also car­ri­ed the higher elas­ti­city, rai­sing the nati­o­nal con­su­mer-import elas­ti­city over the boom and lea­ving it abo­ve its pre-boom level. The result is a dis­tri­bu­ti­on-dri­ven rise in the inco­me elas­ti­city of con­su­mer imports, poten­ti­ally redu­cing the long-run growth rate allowed by the balan­ce-of-pay­ments constraint.
