Whi\u00adle pri\u00ador rese\u00adar\u00adch has mainly exa\u00admi\u00adned aggre\u00adga\u00adte flows, this study deve\u00adlops a sec\u00adto\u00adral pers\u00adpec\u00adti\u00adve on trans\u00adport, energy, and water and sani\u00adta\u00adti\u00adon, inte\u00adgra\u00adting two infras\u00adtruc\u00adtu\u00adre-rela\u00adted deter\u00admi\u00adnants: the pro\u00adfi\u00adta\u00adbi\u00adlity of infras\u00adtruc\u00adtu\u00adre invest\u00adments and sec\u00adtor-spe\u00adci\u00adfic vul\u00adne\u00adra\u00adbi\u00adli\u00adti\u00ades. Using dyna\u00admic panel models with Sys\u00adtem GMM cove\u00adring 2000\u20132022, the analy\u00adsis disag\u00adgre\u00adga\u00adtes flows by cli\u00adma\u00adte the\u00adme (mitigation\/adaptation) and finan\u00adci\u00adal ins\u00adtru\u00adment (grants\/debt). Results show that pro\u00adfi\u00adta\u00adbi\u00adlity, pro\u00adxi\u00aded by pri\u00adva\u00adte par\u00adti\u00adci\u00adpa\u00adti\u00adon in infras\u00adtruc\u00adtu\u00adre, is con\u00adsis\u00adten\u00adtly asso\u00adci\u00ada\u00adted with higher cli\u00adma\u00adte finan\u00adce, espe\u00adci\u00adally in debt-based flows and miti\u00adga\u00adti\u00adon pro\u00adjects. Vul\u00adne\u00adra\u00adbi\u00adlity plays a more limi\u00adted role, emer\u00adging pri\u00adma\u00adrily in grant allo\u00adca\u00adti\u00adons and selec\u00adted sec\u00adtors. Con\u00adven\u00adti\u00ado\u00adnal deter\u00admi\u00adnants such as popu\u00adla\u00adti\u00adon, offi\u00adci\u00adal deve\u00adlop\u00adment assis\u00adtan\u00adce (ODA) per capi\u00adta, and extre\u00adme poli\u00adti\u00adcal events also mat\u00adter.
