First, we cons\u00adtruct a novel nati\u00ado\u00adnal highway data\u00adset at the muni\u00adci\u00adpal level in Bra\u00adzil using the Growth Acce\u00adle\u00adra\u00adti\u00adon Pro\u00adgram (PAC) (2007\u20132018) as a case study. Second, we rely on some of the main infras\u00adtruc\u00adtu\u00adre pro\u00adject costs to pro\u00adpo\u00adse seve\u00adral cos\u00adtre\u00adla\u00adted ins\u00adtru\u00adments to cor\u00adrect for mea\u00adsu\u00adre\u00adment errors in the road vari\u00ada\u00adbles. Third, we cir\u00adcum\u00advent the omit\u00adted vari\u00ada\u00adble bias from the non-ran\u00addom pla\u00adce\u00adment of roads by buil\u00adding ins\u00adtru\u00adments based on glo\u00adbal cost mini\u00admi\u00adza\u00adti\u00adon methods, his\u00adto\u00adri\u00adcal plans, and the pro\u00adpen\u00adsity of a muni\u00adci\u00adpa\u00adlity to recei\u00adve highway inter\u00adven\u00adti\u00adons. Our iden\u00adti\u00adfi\u00adca\u00adti\u00adon stra\u00adtegy allows us to iden\u00adtify rele\u00advant bia\u00adses coming from both mea\u00adsu\u00adre\u00adment error and omit\u00adted vari\u00ada\u00adbles. Our pre\u00adfer\u00adred esti\u00adma\u00adtes point out a reli\u00ada\u00adble road elas\u00adti\u00adcity in the ran\u00adge of 0.011 to 0.017.
